Vision:
Discovery Heights is now and will become the "crown
jewel" of the Washington Discovery Coast. The developers have great
respect for the pristine beauty of the area and its history and are
only considering elements within the development that will result in
a high-end community that is consistent with a quality living environment
in an historic and natural setting.
Status of Development:
Discovery Heights is owned and is being developed by MSW,
LLC. The 350-acre parcel is inside the City limits of Ilwaco, Washington
with full City services. In 2003, construction of water and sewer infrastructure
was completed and turned over to the City of Ilwaco. This includes a
425,000 gallon water reservoir on the property. Entries onto State Loop
100 have been approved and a main entrance for home sites is currently
in use with roads paved from the entrance into and through the Phase
1 and townhouse home sites.
As part of the commitment to providing a quality residential
community, the company has provided a 1-mile public easement for the
8-1/2 mile Discovery Trail which is planned for completion in
2006 connecting Long Beach, Seaview, Cape Disappointment State Park,
Discovery Heights and Ilwaco.
In early 2003, the company secured approval for the entire
development from the City of Ilwaco. Part of the approval process included
a developer's agreement that sets rules and regulations for the duration
of the development. Phase 1A home sites were sold in 2004. Phase 1B
home sites went on sale in September 2005. Townhomes in the Coastal
Ridge development also went on sale in 2005.
Covenants and restrictions have been established
for the development. The intent is to maintain very high architectural
standards throughout the development. Accordingly, the company is being
very selective in engaging with co-developers of the property.
The property is well-protected from future adjacent development.
It is located in the undeveloped western reaches of Ilwaco. It is bounded
on the north and west by State Loop 100 and on the sourth by old-growth
forest owned by the Bureau of Land Management and preserved by Washington
State Parks. Cape Disappointment State Park and the BLM land adjoin
the opposite side of State Loop 100 on the west. The topography to the
north and east is steep terrain that tends to buffer the development
from the center of Ilwaco. The established Ilwaco hilltop development
of Sahalee adjoins Discovery Heights on the east.
Development Plans and Opportunities
In addition to sites for single-family homes, the property
is planned to provide development opportunities for co-developers. The
opportunities center on three compelling geographical features:
- A very high-elevation knob with spectacular views is now under construction
with the Coastal Ridge townhomes.
- A flat, elevated perch overlooking the Pacific Ocean at Beard's Hollow
ideal for a boutique hotel
- Adequate land area and topography for a golf course
High Elevation, View Townhomes
At the highest elevation on the property, there is the ability to see
nearly 360 degrees over the Columbia River islands and bays, the Oregon
Coast including Astoria, Oregon and the Astoria-Megler Bridge, the Pacific
Ocean, the Long Beach Peninsula, Willapa Bay and the Olympic Mountains.
The Inn at Beard's Hollow
The westernmost edge of the property perches above the Pacific Ocean
overlooking Beard's Hollow which is part of Cape Disappointment State
Park. Because of direct highway acces an flat topography, this location
has been laid out for a hotel site that can accomodate perhaps 50 view
rooms depending on design. The company plans to have a hotel similar
to the Inn at Langley on this site and seeks a qualified and interested
hotel developer to participate. The selected developer would ideally
pursue the golf course as well (see below).
Condominiums at Beard's Hollow
The hotel site is adequately large to also accomodate construction
of condominiums that would have either ocean or golf course views. The
company plans construction of condominiums or townhomes on this site
and seeks qualified and interested developers to participate.
Golf Course
The property has been laid out and cleared for a 9-hole golf course.
The company has had discussions with golf course designers who believe
that an 18-hole course is feasilbe - and this may be. It is certainly
within the range of discussions to consider such a plan by trading off
potential home sites for additional fairways. Either way, the company
expects to see construction at least on the existing 9-hole layout and
seeks qualified and interested developers to participate.
